Introduction

 

The Civil Service Bureau was established according to the law of the civil employees department No (11) for the year 1955, as a central body works on organizing employees affairs and general employment, and works upon enhancing employees efficiency in the governmental body and improving the level of their performance in carrying out their tasks and duties.

 

Later ahead a number of legislations were issued that accompanied the development of the Civil Service Bureau works among which the employees regulation No (1) for the year 1958, civil service statute No (48) for the year 1963, civil service statute No (23) for the Year 1966, civil service statute No (1) for the year 1988, civil service statute No (1) for the year 1988, and finally civil service statute No (55) for the year 2002.

 

The department practices its authorities and assignments in caring for employees and employments matters through specialized administrative units in it beginning with appointments and functional work progress and following up the latest developments

As Promotions, transference, performance evaluation, adjustment of situations and scholarships etc till employees breaking off and keeping these data in private records.

 

 

 

Civil Service Bureau Assignments

 

The Department is assigned to do the following tasks;-

  1. Following up the implementation of the civil service rules of law and checking that divisions are implementing civil service related legislations correctly and for this it is entitled to do the following:-

 

A.      Contacting divisions for data and surveys related to its employees in particular or civil service matter in general.

 

B.      Looking into records, documents, files concerning employees or civil service issues in any division or section if need.

 

  1. Putting the foundations of competitive examinations among applicants for employments and taking necessary measures for holding these exams in accordance with the employments requirements previously announced of in coordination with the concerned division.

 

  1. Studying divisions' needs of employments and counting exceeding numbers of employees in the divisions for the purpose of transferring them to other divisions in coordination with the Civil Service Council.

 

  1. To provide the recommendations and the proposals aiming at updating and developing the legislations organizing the affairs of the Civil Service Bureau for providing the employees with the material , social and psychological stability .

A group of legislations are organizing the public employment of these are the following:-

1.      Civil Service statute No (1) for the Year 1998.

2.      Traveling Regulation no (56) for the Year 1981.

3.      Medical Health Regulation No (10) for the Year 1983.

4.      Civil Retirement Regulation No (34) for the Year 1959.

5.      Social Security Regulation for Public Employees and Servants No (6) for the Year 1966.

6.      Basics and rules of selecting and appointing governmental employees.

7.      Social Security Regulation No (19) for the Year 2001.

8.      Statements issued by the prime Minister and the Cabinets decisions, and private generalizations in organizing public employment matters that are issued by the Civil Service Bureau.

Service Procedures

 

Both Education and Health Ministry :-

Educational and Health professions to which one individual is nominated for each one vacant employment as for other professions which will be treated as other divisions.

 

The Rest of the Divisions :-

  •  Nomination 10 individuals will be nominated for each vacant employment based on the highest scores of points within priorities statement.

 

  • The competitive exam: A competitive exam will be held for the qualified individuals of 80 points, as the first three successful ones will be selected for the interview.

 

  • The Interview: 20 points will be allocated for the interview, and then the marks of the exam and interview will be added so the most proper individuals will be picked for the vacant employment.

  • This Service is provided via public service section / The Directorate of Public Relations , as visitors inquiries will be answered in different topics in addition to providing them with the correct information dealing with the arrangement , and competitive order, as this service can be provided via the phone without the need to visit the bureau in person , this service takes place via automatic answering 24 hours as this service takes place according to the following mechanism :-

 

    1. To dial one of the phone numbers available for the bureau.
    2. To enter the required National Number.
    3. Then the competitive order will be received.

 

  • Also Public Service Section will guide the citizens to the institution they should refer to in various directorates of the bureau.
